Don't know how long it's been there though, but I can say at least since 07 February (according to http://www.fretsonfire.net/cgi-bin/ikonboard.cgi?act=ST;f=5;t=17470 ).
Structure of that .rar is similar to the .zip provided by LiraNuna (but that's to be expected because I guess all FoF tracks share a similar format). The files contained are identical (except the .zip is missing a 0-byte file).

My conclusion: my good friend LiraNuna has lied to us. =[
