I need a good ansi-viewer for windows, any recommendations?

Well to call this GalmZine is a tad misleading.
This is actually a link to the Galm Christmas artpack number 10X which includes the first issue of the zine.
While I enjoyed some of the chiptunes included and some of the cameo ASCII art, the quality of the VGA and ANSI can only get better.
The emag itself contains a single interview and a surface reviews of a group of artpacks, no articles (that I could see). There's nothing but room for improvement in the content department here.

this is far far worse than crotesque. only few articles and terrible artwork. if you don't watch this, you'll miss nothing.
